I've been spending a lot (too much) time looking at the Waltham bylaws and website recently. Today's astonishment comes from the "personal property tax", which applies to ... well... everyone in Massachusetts. But
there are exemptions, which is why most people probably haven't heard of it.
It starts:
You're supposed to pay taxes on ... well... everything; but there are
exemptions for most things individuals have.

WHO MUST FILE A RETURN. This Form of List (State Tax Form 2) must be filed each year by all individuals, partnerships, associations, trusts, corporations, limited liability companies and other legal entities that own or hold taxable personal property on January 1.
