Under a new law, transactions involving second hand or used goods must not be for cash. Money order, check, or plastic only.
It appears to only apply to defined "second hand dealers", which means something like more than once a month. The intent is to stop the illegal sale of copper and other materials stolen from empty houses and construction sites, but will also get antique dealers, flea markets, swap meets, etc. It also requires "dealers" to keep detailed records of everyone they buy from and report to "the local policing authorities", daily, electronically. So much for the local second hand store.
Fantastic, another law making everything illegal, that doesn't target the actual problem (which is people stealing stuff)
