Shredded paper from someone's industrial "protect our information" paper shredder. Messy, dirty, gets everywhere, hard to clean up, gets up your nose, into everything, doesn't protect well...

I only say "second worst" for comedic effect. I can think of a lot more than one worse packing material; for instance: live fire ants or angry hornets, leaky bags of rotting human body parts, lightbulbs, etc.
